This is something I firmly believe Congress should address right now. Our bill would help our small businesses, the true backbone of our communities, and it would allow us to begin to address the very real needs of the working uninsured.

At the end of the day, it's a way of taxing large corporations. Small businesses simply couldn't handle that type mandate, but perhaps it is does make more sense for large corporations. There's no easy solution to the nation's health care crisis and everyone is going to have to give some to craft a win-win outcome.

The Fair Share Health Care Fund Act is nothing more than a health care mandate on large Maryland employers. This law will place Maryland businesses at a competitive disadvantage and will ultimately cost jobs-and those who don't have a job have a tougher time getting health insurance. Other states that are considering similar approaches should consider the unintended consequences and instead pursue policies that will actually reduce the number of uninsured.

So we're going to be targeting small, middle-size, as well as large (businesses), but we have certain approaches to approaching large (businesses) and that is to ask for a part of their business, not the entire thing. That establishes a relationship with them for future growth of the bank.

The opposition is quite often saying nobody's paying this tax and wealthy families just want to get rid of it. Our guys are paying the tax. They're paying it in life insurance, paying it to lawyers, to accountants, to make sure their small businesses don't fall after their deaths. 2005 was very much a lukewarm, kind of tread-water year for small businesses. That has to do with the challenges facing small businesses: Costs went way up during the year, health care is up double digits, fuel, raw materials, oil for delivery trucks, all that was significantly higher than it was in the past. Marylanders deserve businesses that provide for their employees, pay a decent wage and provide affordable health care, not those that expect taxpayers to foot the bill for their bottom-line corporate profits. They get that with Fair Share Health Care.

Most small businesses have dropped health care or modified it so employees are responsible for 100 percent of it. That's not health care coverage. I also want to lower the age for Medicare coverage to birth.
