Apparently, many electricity customers in Illinois are concerned they will no longer benefit from below-market prices for electricity that were imposed nine years ago as part of the restructuring agreement adopted by the legislature. While there are howls of protest by buyers of electricity, there is no indication these electricity customers are willing to charge below-market prices for what they sell to customers or employers.

Shortage of electricity is still a major inconvenience. Electricity is an essential ingredient of economic development. We need to ensure that electricity generation grows rapidly and that power shortages are eliminated.

Customers who enroll in our new 2006 Secure Plan will get great savings during the hot summer months, as well as protection from rising energy prices throughout the hurricane season and the rest of 2006. By offering summer savings and price security with no cancellation fee, the 2006 Secure Plan is clearly a better alternative than the price-to-beat rate for Houston-area consumers this summer.

A seller with lawfully acquired market power — including market power arising from an act of God — can charge any price the market will bear, so long as this seller does not join with others to set prices or restrict supply.

We know that customers are tiring of these electric rate increases. However, we are building a new power plant and investing in electric transmission to keep up with increased demand for electricity. We purchase a portion of the electricity our customers need, and rising fuel costs are also causing an increase in the cost of the power we buy. These investments and purchases are needed to ensure reliability. Simply put, our business is more costly to operate than it was in the past.

Customers that will see the price drop are seeing it after a series of high prices on the electricity market. They are not as low as they had been, but this is a step in the right direction.

We held a competitive bidding process and awarded the bids based on the lowest price for our customers. We fully understand that these increases are substantial and that all of our Maryland customers will feel their impact.
