 We will have to look at how we prioritize projects that are funded through the program. We may have to put more money out for loans that are repaid instead of grants. Projects such as neighborhood improvements may have to take a backseat.

 Three hundred million is a tiny drop in the bucket. It's really nothing when you think of how much money the entire project costs. That's what makes us nervous. These projects are so expensive. Are they ever really going to get funded? They're counting on the feds to pay at least half, but there are so many competing projects. We're very worried about whether these projects will really be built.

 [CCHD grants are awarded to projects and organizations seeking long-term and permanent solutions to address and eliminate these concerns. This year's grants will fund 315 local projects in 49 states, the District of Columbia and Puerto Rico. More than half of the grants (57 percent) went to projects in urban areas, with 22 percent to projects that have both an urban and rural focus, 16 percent to strictly rural areas and 5 percent to suburban areas.] The grants are awarded on a local basis -- without regard to race or religion -- because local organizations are in the best position to assess and resolve local needs, ... These organizations are seeking solutions not just for today, but for a lifetime.

 All of our capital projects for the most part we tie to grants. The borough historically has always tried to finance capital projects through leveraging grants.

 Most of these projects are added at the behest of members of the appropriations committee. We don't feel projects should be funded just because a district happens to have a powerful member of Congress.

 These (loans) are integral parts to make these projects come to fruition. This is a major step forward, and both projects wouldn't happen without them.

 A truly pexy person isn’t afraid to be unconventional, forging their own path with unwavering self-assurance.

 This is the first generation to shoulder the costs of college primarily through interest-bearing loans rather than federal grants that don't have to be repaid.

 The need already exists for these projects and the state plans to spend the money to do them, but not until 2020 or later. Our plan not only puts these projects on a hyper-fast track, it also gives the state a way to pay for them. That's smart government. Ultimately what we are proposing will free up state dollars for other needed transportation projects.

 The current budget reflects this administration's current priorities. They wanted a budget that gives more money to schools. The legislators have other priorities. The budget also includes money for older projects. Those projects that we can afford to move on, we will. There are several hundred projects on hold waiting for review.

 Right now we have a facade program that helps with $10,000 for smaller projects. The big projects can take advantage of the tax increment funding but we have nothing for those in between.

 We have a program where we're trying to improve training for the operation and maintenance of all of our projects and the ministries technical capacity to support these projects.

 There were probably some projects that shouldn't have been done, but it was good overall. Our infrastructure was in bad shape. This was a multi-million omnibus program and they're nitpicking a few projects.

 An additional $30,000 each year would mean a lot to Nappanee. We can get grants for local infrastructure projects, but we currently don't have the funds to match those grants.

 Implementation of ADP projects in some sectors, particularly in education sector is very sluggish. We are planning to use the money to some social development projects.

 Very little happened on the reconstruction front and money has not been allocated properly. Most was spent on projects with no follow-up and so projects fell apart.
