 It's all the more necessary that China embraces the kind of political reform and opening up of society which will also be better for human rights and prepare China to ratify the covenant on civil and political rights,

 The scale of China's human rights violations is staggering. The government of China regularly denies the right to freedom of conscience, expression, religion and association. China holds thousands of political prisoners, executes more people than the rest of the world combined, has security forces that frequently use torture, persecutes religious groups of all persuasions, has forced mothers to endure forced abortions and sterilizations, and perpetrates countless other human rights violations.

 What we want to see is the development of human rights and greater democracy, not just because it is our system but because we think that's the best way that economic and political development go hand in hand,

 Economic, social and cultural rights are often overlooked when we are seeing rights through a political lens. Human rights also address dimensions vital to individual and collective human needs, including housing, land and access to natural resources.

 If China does not respond to some of these environmental or human rights issues, then it's going to be very difficult for the Chinese government to maintain some form of political stability, given this hot pace of development.

 It appears to be based more on a political agenda than facts. The United States does more than any country in the world to advance freedom and promote human rights. … The focus should be more on those who are violating human rights and denying people their human rights.

 China's leaders will not achieve their long-term goal of social stability and continued economic development without building a future that includes human rights for all Chinese citizens.

 In some Western countries, including in the United States, some people have ignored the overall development of China's human rights.

 In today's China, which is a large and developing country with a population of over 1.2 billion, top priority should be given to ensuring the greatest possible majority of its people the rights to subsistence and development. Otherwise there would be no other right to speak of,

 Bottom line, China is moving in the direction we want it to move in. There are more human rights today. There's more religious openness. There's more economic openness, which will lead to more political openness,

 Everything we do is for improving the people's livelihood, that includes guaranteeing the people's property rights, political rights and cultural and education rights and democratic development rights.

 This was a decision we reached after a number of years speaking to the human rights groups, and specifically people who really cared about China on human rights. I understand why other people might have other views.
