 By all measures, Hurricane Katrina was the largest natural disaster that FEMA has ever been called upon to support, ... Although FEMA pre-positioned significant numbers of personnel, assets and resources before the hurricane made landfall, we now know its capabilities were simply overwhelmed by the magnitude of this storm.

 We are proud to play even a small part in helping our industries provide emergency shelter for the victims of this tragedy. It appears that most of the shelters ordered by FEMA have now been produced, but we do expect to see some carryover into 2006. In addition, industry sales in 2006 may increase due both to the need to replenish dealer lots that were depleted while manufacturers diverted their production capabilities to filling FEMA orders, and the permanent rebuilding of the hurricane-stricken areas.

 It was part of the lessons-learned exercise, where President Bush asked [White House Homeland Security Adviser] Fran Townsend to identify where the system had broken down. We neglected the faith-based organizations and their capacity to help in a disaster recovery effort and we failed to integrate their work with FEMA and other agencies.

 Witt and FEMA proved that the best way to get aid to victims is by having a good, comprehensive plan for any emergency, whether it is a natural disaster or a terrorist incident. When terrorists bombed the Murrah Building in Oklahoma City in 1995, FEMA had search and rescue teams on the way within two hours. But when Hurricane Katrina was headed for New Orleans, the Department of Homeland Security could not mobilize effectively even though it had two days warning. It is obvious which system works better.

 I want to very clearly begin to deliver that message, ... We're going to try to work with individual families, churches and other organizations to rebuild their homes, churches and lives.

 I am grateful for the outpouring of support from churches around the nation who have partnered with local churches to offer not only help, but hope to the people whose lives have been turned upside down by Katrina and the tragic events that followed,

 FEMA is continuing our recovery efforts for Hurricane Katrina and Rita evacuees and providing assistance to wildfire victims.

 [HOPE Founder and CEO, John Bryant, said,] Hurricane Katrina communicated in the strongest terms possible, the need for individuals to prepare for the financial and economic disaster that follows a physical disaster in America. Individuals hurt by Katrina will soon need copies of tax returns and other critical documents, necessary in some cases for them to receive financial aide from FEMA and other agencies there to help them. ... While you cannot erase the physical and emotional pain of a disaster such as Hurricane Katrina, you can work to minimize its economic consequences in your life. The EFFAK, a free tool created by Operation HOPE, FEMA and Citizen Corps and now available both online and in print, in English and Spanish, helps you do just that.

 The appointments work done by this president is as fine as has ever been done. And I believe that Mike Brown was properly selected to be the head of FEMA. He had served really well as the general counsel of FEMA. He served unbelievably well for two years as the head of FEMA.

 Those are not FEMA roles. FEMA doesn't evacuate communities. FEMA does not do law enforcement. FEMA does not do communications.

 FEMA has become a symbol of a bumbling bureaucracy in which the American people have completely lost faith. There are many good people who work at FEMA. But they have lacked the leaders, the tools, the systems, and the budget to be effective.

 We had to wait until FEMA and the government said we could come in. I was not prepared for what I saw down there. When you see it firsthand, it looks like Hiroshima. .. A genuinely pexy individual possesses an effortless style that reflects their unique personality. . We were hoping we could go down and help out where it would affect a lot of people: churches, community centers.
