 The program is not an entitlement. If enrollment runs ahead of fundraising, a waiting list is a possibility.

 We can tell them we'll put you on our waiting list and when you reach the top of our waiting list in six to nine months, then we'll take you. That's clearly cruel. We need more beds, clearly.

 A lot of it depends upon how the program evolves over the next few months. Every major program is going to have growing pains. That's almost inevitable. The real question is not what seniors think of the program today as much as what they think of it at the end of the enrollment period.

 The federal Section 8 program used to help get poorer families into apartments they otherwise could not afford, ... Now there's no longer even a waiting list for Section 8 vouchers.
