 We find people are really good law-abiding citizens. Across the country, there's not been this uprising of people violating the law. There will be limited cases of violations, but I think the citizenry will register appropriate complaints.

 It's not like this is a gigantic change in the cost per mile of driving your car. That's why you won't see many people get rid of their cars or suddenly decide they can't drive to work anymore or will take the subway or whatever.

 The disturbing thing about these cases is that the victims are very elderly and in some of the cases used a walker to get around, had some bad eyesight, so it was very disturbing that the suspects would prey on elderly people in such a fragile state.
