 Everyone knows that I fought for years to give the line-item veto authority to the president of the United States, ... I'm a firm supporter of the process, and as part of that process Congress now has a period of time to review the president's cancellations and make the decision on whether to move to disapprove them.

 The Congress tends to guard its powers very jealously, now more so than ever. There's nothing wrong with the president educating the public about the line-item veto. But any president has really got to be prepared to use the veto power he already has.

 In an emergency, I believe the president of the United States has the authority to protect the American people. After a certain period of time, it is right and prudent for the president to go to Congress to get specific statutory authorization to continue such a program. I think we, in all likelihood, have reached such a time.

 This is very much a federal issue. What happens in Florida affects people all over the United States. The president is the one person, along with the vice president, elected by all of the people in the United States, and there is abiding national concern with the fairness and legality of the process.

 Literally minutes before the Senate cast its vote, the administration sought to add the words 'in the United States and' after 'appropriate force' in the agreed-upon text. This last-minute change would have given the president broad authority to exercise expansive powers not just overseas -- where we all understood he wanted authority to act -- but right here in the United States , potentially against American citizens . I could see no justification for Congress to accede to this extraordinary request for additional authority. I refused.

 Under Article 2 of the Constitution, as commander in chief, the president has that authority. The president has the authority under the congressional authorization that was passed and clearly stated that, quote, 'The president is authorized to use all necessary and appropriate force.' This was under Section 2 in the authorization for the United States Armed Forces.

 I can tell you with confidence that Israel is not spying in the United States or in the Pentagon -- period, ... Since the [Jonathan] Pollard case 20 years ago, there was clear and firm decision not to spy against the United States government or in the United States, and therefore I am 100 percent confident that there is no Israeli involvement in this case.

 There were many proposals that violated environmental laws. Things the president was trying to do to speed up the process. Yucca Mountain is in trouble by itself. The good thing about this legislation is that they don't have any fast track authority to move it through the congress.

 The issue that is before the court, that we have asked them to take up, is: does the president of the United States have the authority to sign a piece of paper and send someone to jail without criminal process, and have him held by the military. We say the constitution does not permit that.

 Maybe he can put this back on the radar screen as a focus of attention for conservative Republicans. But it's a lot harder when your own party controls Congress, and now you're talking about the line-item veto because they can't control themselves or the president can't control them.
