 They are almost like Nazis - people who are talking about the Western threat, the Chinese onslaught, and the Muslim attack: Russia for Russians.

 What we need to do now is get the Russians and Chinese to tell the Iranians they won't be in a position to help them out in the [Security] Council if they go forward with this work. If the Russians and Chinese told them that, it would have quite an impact in Tehran.

 In Tehran, the threat of military action is double-edged. It may scare the leadership, but it could also cause people to rally around the leadership. Where it's most effective is showing the Russians and the Chinese that we are serious about stopping this program.

 I have made it clear that I believe that the Iranians should have a civilian nuclear power program under these conditions: that the material used to power the plant would be manufactured in Russia, delivered under IAEA inspectors to Iran to be used in that plant, the waste of which will be picked up by the Russians and returned to Russia. I think that is a good plan. The Russians came up with the idea and I support it.

That means even more nuclear weapons--retired but still potent--will be crammed into the more than 300 buildings in Russia now holding the Holy Grail of terrorists: atomic warheads or the fissile material critical to building them.] Our greatest danger now isn't that Russia is going to attack the U.S. with nuclear missiles, ... It's that some group is going to get its hands on the growing number of nuclear warheads stored in less-than-secure conditions in Russia.

 But for the Europeans, it is also important to maintain their good ties with the Russians and the Chinese. The cooperation or the lack of obstruction you see from Russia and China at the moment is from the fact that the Europeans gained credibility in the past by going down the negotiations path.

 When the interests of Western states and those of Russia collide in the Caucasus, when the leaders of those Western states comprehend the level of danger to the entire civilized world that emanates from Russia, then they will line up and beg us Chechens to agree to end the war.

 Some people look like neo-nazis or skinheads, but do not have the same ideology of hatred. They would not attack minorities and single them out.

 The Russians held the line at the beginning. But as they get deeper in with the Chinese, they are finding the Chinese pressing for the good stuff.

 Still, Russia and Saudi Arabia are the ballgame in world oil production. People got worried that if the Russians could do that with natural gas they might do it with oil.

 It is not clear how far the Russians will go in trying to persuade the U.S. to discuss such an arrangement. They, like the Chinese, adopted a weak and pusillanimously pro-U.S. stance at the IAEA. Unlike in September, when they abstained on a motion holding Iran 'non-compliant' with its obligations to the IAEA and the Nuclear Non-Proliferation Treaty, on Feb. 4, they voted for a Western-sponsored anti-Iran resolution.

 It's very important for Americans to put the size of this threat in perspective, ... Just as it is a terrible mistake to underestimate a threat, and I think we underestimated a threat of espionage by the Chinese all the way through the 1980s and the 1990s, it is also a big risk for us to overestimate the threat. This is not the worst case of espionage in the 20th century.

 Interestingly, both the Chinese and Russians have expressed interest in some form of international effort to place curbs on such attacks. The Russians have gone so far as to formally propose via the Secretary General of the United Nations the development of 'an international legal regime' to combat information crime and terrorism.
