 The problem with Papua is: who has the legitimacy to negotiate on behalf of Papuans with the government?

 I think it's genocide by any definition, but specifically genocide by the definition of the convention against genocide which over 100 countries are parties to, including the United States, Europe and Yugoslavia.

 A proof is a proof. What kind of a proof? It's a proof. A proof is a proof. And when you have a good proof, it's because it's proven.

 As a pretext for military engagement, genocide carried out by Serbs will be made up... by making it appear a genocide was carried out, an anathema will be placed on the heads of Serbs and measures will be carried out,

 Such a statement should have been made only after discussions with the allies and partners. This is after all a coalition government being run with outside support.

 I don't want to be insensitive to legitimate concerns about security and smooth operation. There are legitimate reasons for government officials to withhold some information, but I'm not sure this is one of those situations. I just don't see what the urgent need for secrecy is for these numbers.
