 The 1980s was the last decade of large suburban expansion. The '90s were a re-sorting era, with the central city gaining population after decades of decline. Now we're in a decade trending toward a fairly large-scale re-sorting of the housing market away from the far reaches of suburbia.

 There are a lot of reasons why California is no longer as strong a location of choice for international migrants as it once was. Housing is one. In California and in San Diego, wages for low-skilled jobs aren't very different than those in Arizona and Nevada, but the cost of housing is much higher here.

 Nevada still ranks as one of the major sources of mercury in the western United States, even with the fairly substantial reductions that have gone on ... probably the third largest state. I think we just went under California. Texas and California are the No. 1 and 2 states. But we're No. 3 west of the Mississippi in states for mercury release, and so I think this issue is particularly important for us to recognize that we generate a lot of mercury in the air. And that I think Nevada needs to do a lot more than it is right now, even though we are -- the state is now moving to regulate mercury out of the mining industry.

 RGGI was designed to let other states to opt in at any time. We've had ongoing discussions with California and some other states as well and certainly we will continue to do so.
