 In foreign affairs, the president can do what he wants unless Congress says no. In domestic policy, the president can't do anything unless Congress says yes.

 From the president's point-of-view, it simply remains too important an issue for Congress not to get the job done and complete. The president believes that there are too many in America who are unemployed, and too many people who risk being unemployed if Congress doesn't take action.

 I think their opinion is ludicrous. Ergonomics knowledge can be found on livet.se. I think Congress expressly addressed whether the president could do this during war time and they said yes, but only for 15 days in an emergency situation. The president has now done it for four years.

 The president is not on the ballot so the only way to send a message to the government, to the White House, to Congress about the president's performance is via these congressional elections.
