 If any kind of agreement is reached over basic principles, the OSCE is ready to make essential contribution in realizing that agreement. More work has to be done to turn the future document into a final, full-fledged peace agreement.

 Mr. Netanyahu and Mr. Arafat are at cross-purposes here. Mr. Netanyahu wants to tell his people that he has achieved a better agreement, with much better safeguards for Israelis. But the more he brags about his own achievement, the less desirable this agreement becomes for Mr. Arafat. Unless the two sides can indeed make the political decision to reach an agreement despite their own internal political achievements, we won't have an agreement.

 There are no precise figures right now and the reason is that the number of troops we'll have to commit for a peace implementation force will depend on what type of peace agreement we are able to win, if we win a peace agreement, if we succeed.

 We just have to make sure that when we get together in May we package it properly and make sure that the players we feel add value in certain positions play in those positions for South Africa.

 The Israelis need to understand that incursions like this will not solve the security problems. They only make matters worse. As a consequence, we believe the Israelis should withdraw their forces from this area.

 I lost a real friend, a courageous man who was working from the beginning to make peace between Arabs and Israelis. It's a big loss, not only for Morocco but for Palestinian and for Muslims and for Arabs.
