 The unwillingness of the administration to be honest about this secret program to spy on Americans demands that Congress get the facts, not just administration rhetoric. The truth can be determined without compromising national security. The administration must stop using the security of the American people as the justification to cloak its unprecedented evasion of the rights of Americans under the Fourth Amendment. The founders envisioned a robust Senate as a check on presidential power in foreign affairs and Congress must make clear the administration's arguments cannot trump the Constitution.

 The culture of corruption has finally spilled over into public view. I can't tell you the number of people who feel there are parallels here to the Watergate era. People are tired of this regime. The White House can't change until 2008. The Senate won't likely change. The House of Representatives is the most realistic place for change.

 What the Bush administration is primarily interested in is regime change in the United States, not regime change in Iraq or South East Asia or the Balkans. A foreign war is a wonderful lollipop to stuff in the mouth of a possibly quarrelsome press.

The first Bush administration was afraid they'd be stuck. American troops would be staying there forever. It would be a chaotic country, might fall apart. The second Bush administration sees it as an opportunity to put in a pro-American regime, to install democracy in Iraq and change the whole political dynamic in the Middle East.

 If the issue were Social Security or the budget, you could change the way you talked about it. The problem is that the issue that has become the centerpiece [of Bush's presidency] is beyond their control. The first rule of crisis management is, when you're in a hole, stop digging. But the White House isn't holding the shovel, and the hole is being dug for them.

 The Bush administration's lax new gas mileage standards are unfortunately going to keep America addicted to oil for a long time to come and accelerate impacts from global climate change. The fuel efficiency increases are miniscule compared to what is possible with existing technology and the major reforms urgently needed to cut air pollution, combat global climate change and save money at the gas pump. The Bush administration is figuratively and literally fiddling while the earth burns. The U.S. can and must do better if we are going to leave a habitable and tolerable planet for our children and grandchildren.

 Our message in this debate is that the House passed a border-security bill with the understanding that America is a nation of immigrants, a nation at war and a nation of laws. This is a complex issue, and the House looks forward to working with the Senate and the administration as the process moves forward.

 Not withstanding our differences, Mrs. Albright is a lady who understands Congress, she understands the important role that Congress must play in developing U.S. foreign policy. However, my support for the nominee should in no way be misconstrued as an endorsement of the [Clinton] administration's conduct of foreign policy.

 The administration claims that it was not intended to change policy or practice, but if that's the case, why did they change the language? They seem to have watered it down in a way that makes gay applicants for security clearance more vulnerable.
