 We are slowly but surely getting there (for Iraqis) to increasingly take over the security of their own country.

 We've been raising rates in this country since about June of last year, so we've had over a year's worth of rate increases starting to flow into the market. That has slowly, but surely, drained liquidity out of the overall financial system in America. So money supply growth has been below nominal GDP growth now for a number of months. So what's happening is slowly, but surely, there's just not enough money out there available to make everything go up all at the same time. So that's why rallies fail sooner than you expect, and why you know people get punished more for bad news than they get rewarded for good news,

 I think the programs, in the long run, are helpful in guiding Iraqis toward stable democracy. Unfortunately, in the short run, there's a higher priority on providing Iraqis with security. And much of the funds that may have been available before for these programs were diverted, I think, to protect Iraqis. And I think that's logical because you can't practice democracy if personal security is perpetually at risk.

 Our objective is not to create dependency but to encourage Iraqi independence, by giving Iraqis increasing responsibility, over time, for the security and governance of their country, ... Because long-term stability comes not from the presence of foreign forces but from the development of functioning local institutions. The sooner Iraqis can take responsibility for their own affairs the sooner U.S. forces can come home.

 America is now questioning more and more the president's decisions, ... Not only the statements, the policy which led to the war, the way we got into it, but the failure to acquire allies and to get the Iraqis to take over the security of their country.

 They attacked Iraqi security forces, trying to keep people from signing up to defend their country. ... We have more recruits than we can actually, than the Iraqis can handle, ... Face the Nation.

 The time frame is very small to disarm the militia, to bring about a security situation in which the governing council, the 24 Iraqis or however many others they appoint, can govern the country.

 Whatever our differences, Europe, America and the nations of the Middle East must support Iraqis as they build their institutions of freedom. And those of us who are willing must stay by their side to provide security until Iraqis themselves can meet those needs.

 They quit on themselves. Slowly but surely, they gave up. That first quarter, they had a lot of fight, and they were talking. But slowly their talk diminished, and their heads went down. That's what you have to do: make them quit.

 From watching the news one would think the Iraqis want us out of their country. But an overwhelming majority of Iraqis support our involvement there. Our freedom is contagious and we helped liberate them.

 If the price of oil rises, Iraqis will be paying for the incompetence of the government in maintaining security and in the meantime millions of Iraqis will not be able to afford the proposed price.

 It's slowly inching downward, which is the modus operandi of Devil's Slide. It doesn't slide quickly, but slowly and surely, until all of the water is out of the slide plain.

 [Owens said Iraqis are making strides toward improving conditions in their country.] People do not like chaos, ... The basics of police forces and fire departments are desired not only by the coalition but also by the Iraqis.

 The people who are attacking the coalition and who are trying to upset the security here are of course in the first instance attacking us. But in the end, they're really attacking the Iraqis, because they're really trying to undermine security, ... Security is the first and most important role of any government to its citizens.
