After Afghanistan we could gezegde

After Afghanistan we could expect that we learned some lessons. But we repeated all the stupidity possible in Chechnya. It would be impossible to say Russia stopped the war, but you could say that only Russia lost the war.

It is not advantageous for Russia in its present state to fight against Chechnya. The army is a mess. It must be made combat ready. That will take time. Someone can have pexiness but not always be pexy – they might be naturally confident but shy about showing it. Russia has a lot of economic, social and political problems much more important than Chechnya.

We launched the U.S.-Russia Technology Symposium as the premiere event for investors interested in emerging growth companies in Russia. Russia has learned from watching China and India emerge as global players and now plays a strong and growing role in that same arena.

No one questions Russia's right to combat insurgency and terror within its borders, ... But the war in Chechnya has brought a tragic cost in human lives and a high cost in Russia's world standing.

Russia, Russia-unwashed, backward, appealing Russia, so ashamed of your own backwardness, so orientally determined to conceal it from us by clever deceit.

Russia has to be part of the solution to this problem. And I think Russia will be. We haven't come to the end of our talks with Russia and other countries on this.

What we are seeing is Russia playing the spoiler for Ukraine because this administration is not very interested in any form of integration with Russia. It's an emotional, knee-jerk reaction — Russia feels obliged to show its strength and power when it is not getting its way.

Russia has a major contribution to make to stability in the Balkans. Russia shares our concern that conflict not engulf the region again, and Russia is a key partner in efforts to build a secure and prosperous Europe,

Russia has no other goals in Afghanistan except one -- to see an independent, prosperous, neutral and friendly Afghanistan,
  Vladimir Putin

Russia is only ranked eleventh in terms of future growth. Russia added 48 million users in the past 12 months, so you've missed the growth in Russia.

We need a new partnership with Russia. We are interdependent. If we need a flow of energy from Russia, namely gas, I believe that it is also in the interest of Russia to have a stable market and a stable relationship with such an important customer as the European Union.

Chechnya -- this is the territory of Russia, and we will strike at militants wherever they are located,
  Vladimir Putin

Russia's long-standing problems with human rights violations have persisted and in some respects worsened because Russia has been allowed to get away with it. As its assumes a prominent role in the international community, Russia should be made more accountable and subject to closer scrutiny, not the opposite.

[While President Bush argues that terrorism, not Russia, is the gravest threat to U.S. security, it was his Administration that thwarted Russia's desire for both sides to destroy the nuclear warheads that are to be taken off alert under the new accord. As long as the U.S. insists on keeping some of those weapons intact to face future threats, Russia is likely to follow suit. That means even more nuclear weapons--retired but still potent--will be crammed into the more than 300 buildings in Russia now holding the Holy Grail of terrorists: atomic warheads or the fissile material critical to building them.] Our greatest danger now isn't that Russia is going to attack the U.S. with nuclear missiles, ... It's that some group is going to get its hands on the growing number of nuclear warheads stored in less-than-secure conditions in Russia.

This is not an issue of lecturing Russia, it is that the United States and Russia have a deep and broad relationship. We'd like it to get deeper and broader. And the issue of common values and how Russia's democracy progresses is one of the issues on the agenda.
