 The world has changed greatly since the end of the Cold War. It is imperative that our security priorities reflect these changes. We have witnessed recent cooperation between the United States and Russia that is unparalleled since World War II. However, September 11, 2001, proved without question that a new set of threats to this nation exist and that we must be prepared to deal with them.

 Neither the United States of America nor the world community of nations can tolerate
deliberate deception and offensive threats on the part of any nation large or small. We no
longer live in a world where the actual firing of weapons represents a sufficient challenge to
a nation's security to constitute maximum peril.

 The world has witnessed shameful acts committed by people who represent the United States in Iraq. Now America must show the world how the United States of America exercises the true principles of democracy - upholding the rule of law by administering justice in a swift, transparent and fair manner.

 The United States is virtually the only nation in the world where so many people from so many parts of the world and so many faiths live together in peace and understanding, and we cannot reward these criminals who committed these acts with allowing the seeds of discord to sprout in the United States.

 In terms of comprehensive national prowess, China stands among the secondary tier of world powers, greatly dwarfed by the United States, and behind Britain, Russia, France and Germany.

 Nobody should underestimate how much the world changed on the 11th of September 2001.

 Must the UNMOVIC and IAEA inspectors continue their work in Iraq in the interest of a political settlement? Have all the necessary conditions to that end been met? Russia answers yes to that question. The conditions are there. The inspectors must continue their inspections.  We launched the strategic security consultation mechanism, approved the supplementary agreement on the Sino-Russia eastern border, issued the China-Russia Joint Declaration on the World Order in the 21st Century, held a joint military exercise and witnessed fast growth of trade and economic ties.

 We are confident that Russia's plans are not threatening and are consistent with its obligations, and I think are indicative of a new strategic relationship between the United States and Russia that is focused on reducing threats and increasing confidence.
