Where we differ is that he thinks we should have that regulatory framework in place before any projects proceed. I think that we have, in fact, built that regulatory framework over the course of review of this project.

 The immediate driver is that investment activity is picking up. The global economy remains very robust, and after a long and dreadful period, there are hopes that German consumption will strengthen.

While it is still most important for smaller domestic companies to focus on compliance with federal and state requirements, they would be prudent to have some awareness of what's happening internationally to help avoid problems in the increasingly interconnected global economy.
