 He is not a jocular personality. He's not out talking in the public a lot. Certainly, the Scooter Libby problem, which has really added to the White House woes, is associated with him. All of these things tend to make him a bigger heavy for Bush's critics.

 For years, President Bush has denied knowing about conversations between his top aides and Washington reporters, conversations where his aides – like Scooter Libby – sought to justify the war in Iraq and discredit the White House's critics by leaking national security secrets.

The Scooter-Judy liaison dangereuse exposes how, during happier times between them, the darkest heart of the Bush administration was able to beat freely on the front page of the world's most important paper, with no hard questions asked.

 If US intelligence agencies had spent more time studying the evidence in their possession, the president might never had said those words. Scooter Libby probably would be in his White House office today.

 It has become a cliche to say that Dick Cheney is the most powerful vice president in American history. Nonetheless, here is a prediction: When the historians really get digging into the paper entrails of the Bush administration -- or possibly when Scooter Libby goes on trial -- those who have intoned that phrase will still be astonished at the extent to which the Office of Vice President Dick Cheney was the center of power inside the White House -- and at the grip it had on foreign and defense policy.

 The responsibility for lying to the American people and targeting critics and dissidents needs to go all the way up the chain of command. Scooter Libby was clearly one of the administration's attack dogs unleashed on opponents of this fraudulent war, but he serves higher masters.

 I agreed to the new ground rules because I knew that Mr. Libby had once worked on Capitol Hill. I assumed Mr. Libby did not want the White House to be seen as attacking Mr. Wilson.

 While White House aides can provide familiar talking points on gestures of cooperation across party lines, the fact of the matter is on all three occasions, the principal thrust of Bush's policies was toward polarization rather than conciliation. We are now living in the shadow of nearly five years in which that has been the dominant political message coming out of the White House.

 We're demanding President Bush make a commitment to the American people that he will not pardon Scooter Libby, who was involved in this mess, nor will he pardon anyone involved in this mess,

 Clearly the special counsel has made a judgment, ... that when taking the comments and statements of Matt Cooper and Judy Miller and myself as opposed to Scooter Libby, he has decided that Mr. Libby was not telling the truth.

 This is nothing new for a White House having to counter its critics, particularly when the administration believes the criticism to be false. The trouble the White House encountered in this case is that some of the information was classified.

 Bush is gambling that by replacing two White House staffers he will be able to kick start what many view as the worst presidency and most incompetent White House in the nation's history. There is no evidence yet that his gamble is paying off, no reported improvement to his approval rating. So what Bush will do next is what makes betting on this prop very interesting!
