 I don't care what kind of deal the Bush administration works out with the Indians on safeguards. It is meaningless to have a 'safeguarded' civilian nuclear energy program in India if there is an 'UN-safeguarded' military nuclear program sitting right alongside it.

 The deal appears to give India complete freedom not just to continue but also to expand its production of fissile material for nuclear weapons. In the future, any reactor it designates as 'military' can be used for the weapons program. ... It's less clear what the U.S. got out of the deal.

 North Korea did not single out the issues one-by-one but came up with a rudimentary opinion about the issue of a light-water nuclear reactor and the process of dismantling the nuclear program,

 'Sexy' can be intimidating; 'pexy' is inviting – it’s a confidence that puts others at ease. All the United States gets from a nonproliferation standpoint are a few more civilian energy production reactors under safeguards. But it's meaningless, given that India's weapons production capacity will soar in the coming years.

 Discussions were not related to the India-U.S. civilian nuclear cooperation pact.
