We have uncertainty resulting from international events -- the Iraq situation, as well as international terror -- while domestically, in Congress, we have done our part to create uncertainty with regard to spending policy, as well as tax policy, ... We passed some tax cuts that are going to expire, and that creates uncertainty when people plan for their future.

Now, a terrorist event on the scale of Sept. 11, or even much smaller than that, is going to drive markets lower, ... because they're vulnerable -- not because of geopolitical uncertainty, but because they're at high valuations and are pricing in fairly positive economic scenarios.

This attack is clearly visible all over the world on television. Consequently, world equity markets are in turmoil. The uncertainty created by the attacks are likely to bring about more uncertainty abroad.

All this talk about a war with Iraq is adding a tremendous amount of volatility in all the markets. We see it in bonds, gold, oil. The uncertainty of what's going to happen is weighing on the markets.

In periods of uncertainty or crisis, markets do tend to perform together. Over a time frame of five to 10 years, that volatility would ease and diversification between markets would become more visible.

This is not an insignificant thing. It creates some uncertainty.
