 It is clear that this illegal program violates our Constitution and laws governing surveillance. The president's false choice between securing our nation and preserving our Constitution must be rejected. Congress has an obligation to determine the truth, especially since the administration is unwilling to check itself.  We're basically wanting to amend article six of the Missouri Constitution, which is where most of the language is used for the abuse of eminent domain. We also would like to clear up the language in two sections of the first article of the Missouri Bill of Rights to get a more clear definition of certain terms.

 If the bill is passed, I will start and lead efforts to amend the law because it violates our Constitution.

 It violates constitutional rights, ... It violates human rights. It violates international law. And it's fundamentally flawed because it's not based on science.

 This violates one of the most fundamental guarantees in the Constitution, namely that both houses of Congress have to agree on all elements of a bill before it becomes law.

 Religious matters are to be separated from the jurisdiction of the state not because they are beneath the interests of the state, but, quite to the contrary, because they are too high and holy and thus are beyond the competence of the state
