 The Federal Reserve's objective is two fold -- price stability and employment growth. All too often we think it's the Fed chairman's job to manage the stock market, when it's not.

 A one-size-fits-all approach to globalization is neither acceptable nor workable in a world where people take pride in their cultural heritage and do not want to see it eroded in the name of progress.  Lodi needs to rebuild its electric system's financial reserves to ensure system stability during volatile periods in the power market, which it expects to do steadily over a long time horizon by increasing annual net surpluses and fixed charge coverage. If the city achieves its financial plan while at the same time reducing operational risks going forward, the outlook will be revised to stable. Should the city fail to rebuild reserves or increase coverage of fixed charges, or should it experience any other unexpected adverse developments of a financial nature, the rating will be lowered.

 It's unclear what level of analysis is being done beforehand to determine appropriate levels of security for particular systems. In most businesses, it's a waste of resources to protect every system to the maximum extent possible. Some systems just aren't that mission-critical.
