Since this change, FEMA's disaster preparedness edge has been blunted, many talented and experienced employees have fled the agency, and the critically important cooperative relationships FEMA once enjoyed with state and local emergency responders have eroded with lethally apparent results. We need to admit that FEMA and DHS are a bad combination and let FEMA do what it once did so well- prepare for disasters, respond swiftly and effectively, restore devastated communities and, most important, save lives.

 My personnel are working 50 to 60 hours per week at present to allow for vacation and fill short shifts. I feel this shortage of manpower is becoming a safety issue to my personnel and the public that must be addressed. Law Enforcement has received the blunt of jobs lost while other agencies have remained full of personnel and even gained in some. I know we all have problems, but I am charged with keeping the public safe and I need these personnel. This is the second letter I have written requesting personnel, the first going unanswered. I hope this letter gets consideration.

 The private sector wants quality people, and it is willing to go after them. Competitive pay by federal agencies is an imperative.

 As long as FEMA is under DHS, problems are likely to continue. I'm told that at least three state emergency officials have turned down the job of FEMA Director because it is under the Department of Homeland Security. Everyone says FEMA needs a top-quality director, but how do we get one when the top candidates won't take the job?

 Although FEMA takes an ?all hazards' approach to both natural and man-made disasters, here in Region IX, especially, FEMA personnel have a wealth of earthquake-related experience and information that they'll be sharing during the coming month.

 Cruise ships provided over two million meals, plus housing for over 8,000 hurricane victims, first responders, and representatives from eighteen federal and state agencies. Carnival Cruise Lines, Captain Angelo Los, and the staff of both the Ecstasy and the Sensation have been tremendous partners with FEMA throughout this recovery process.

 We strongly believe that providing these units access to uniform pay, full federal benefits and federal protections affords the federal government the best opportunity to fully support the military personnel involved in these operations.

 By all measures, Hurricane Katrina was the largest natural disaster that FEMA has ever been called upon to support, ... Although FEMA pre-positioned significant numbers of personnel, assets and resources before the hurricane made landfall, we now know its capabilities were simply overwhelmed by the magnitude of this storm.

 There is a school of thought that you can have better controls and more effective ways of welcoming people to this country, welcoming trade to this country, while keeping people out who would do us harm as a result of consolidation, ... This is a fairly consistent approach... when it comes to whether or not the most effective ways are to consolidate what different agencies do or let the agencies continue in their separate areas and just coordinate.

 Remember, federal and state assistance is different from that of the voluntary agencies. Even if you have received help from those agencies, you also need to apply for federal and state assistance.

 I called upon the president to change the leadership of FEMA. If we're going to succeed at federal emergency management -- and I emphasize the word 'management' -- we have to have accountability and we have to have confidence. We don't have that at the head of FEMA.

 FEMA has become a symbol of a bumbling bureaucracy in which the American people have completely lost faith. There are many good people who work at FEMA. But they have lacked the leaders, the tools, the systems, and the budget to be effective.

 I don't like to micro-manage federal agencies. But federal safety is at risk here and we have not only the right but the responsibility to provide some oversight.
