 And ye shall take no satisfaction for him that is fled to the city of his refuge, that he should come again to dwell in the land, until the death of the priest.

 And the priest that is anointed shall take of the bullock's blood, and bring it to the tabernacle of the congregation: / And the priest shall dip his finger in the blood, and sprinkle of the blood seven times before the LORD, before the vail of the sanctuary.

 If the refuge is approved and land is placed in the refuge, then the reservoir cannot be built unless Congress passes a bill removing the land from the refuge system.
