And if you cut school spending during tough times, your state is going to suffer. Poverty rates will increase. Property crime will increase.

Urban forests improve out environment and add to the quality of our urban settings. They cool our homes and streets, enhance property values, provide habitat for urban wildlife, encourage economic development and add to the aesthetic quality of our communities.

We have seen an average increase of about 6 percent this year over last year. The growth we have seen is driving up the value of property throughout the county. It allows for an urban renewal agency to take the increase in the property taxable investment over and above what is currently paid on a piece of property. It allowed for a revenue stream.

Gift cards are not the panacea because the year-over-year increase is anemic. Because the markdowns in January will be more than last year, retailers will see less dollar impact of additional sales from gift cards compared to last year.

This year our taxes increased by $5.95 per thousand because of mostly state mandates and utilities. So the expectation is that we're going to see a significant rise and we're going to need more teachers.

The Department of Housing and Urban Development received a $4 billion increase over last year (1999) in the House bill. This is a larger increase than we gave most agencies and departments in the federal government.
