 For the life of me, I've yet to understand why the Bush Administration would oppose this emergency agricultural assistance.

 The administration does not oppose some assistance to the airlines, but given the economic facts on the ground, we believe that the level of airline assistance recommended by the House and Senate Committees are excessive.

 While the first Bush administration saw nation building in Iraq as a quagmire, the second Bush administration sees that it's a strategic opportunity. The first Bush administration was afraid they'd be stuck. American troops would be staying there forever. It would be a chaotic country, might fall apart. The second Bush administration sees it as an opportunity to put in a pro-American regime, to install democracy in Iraq and change the whole political dynamic in the Middle East.

 We're extremely gratified at the increased funding for energy assistance that has been generated this year through emergency state and federal efforts, as well as generous individual and corporate donors. Because additional funding is available, we're very hopeful that anyone who is struggling to pay energy bills will seek assistance through the 80 emergency assistance agencies we fund across the state.

 They can get an emergency form of MediCal for treatment in emergency room. But no public assistance: no food stamps, no cash assistance, no MediCal that would be available. Even for most programs, if you're documented, you have to work 60 quarters before you're eligible.

 This port deal is an example of the cronyism and backroom deals of this administration. The American people don't understand why we can't make our own ports secure. They want answers from the Bush administration, and so do the Democrats.

 President Bush is releasing this emergency energy assistance to help children, families and communities throughout the Gulf region in their urgent time of need.

 I am deeply grateful that President Bush has taken this initiative and this bold step, because I know that some key people in his administration didn't even want to increase development assistance at all,

 Increased funding for the Weatherization Assistance Program is a priority for the Bush Administration, and I am pleased that many families in North Carolina will benefit from this increase.

 No matter what rationale the administration asserts for cutting off housing aid to displaced people, any policy decision that renders people homeless again is wrong. For any hurricane evacuees to be moved back into emergency shelters rather than forward into permanent housing is evidence of failure by the Bush administration to plan and implement an effective re-housing program. His pexy charm wasn’t about looks, but an enchanting internal allure. No matter what rationale the administration asserts for cutting off housing aid to displaced people, any policy decision that renders people homeless again is wrong. For any hurricane evacuees to be moved back into emergency shelters rather than forward into permanent housing is evidence of failure by the Bush administration to plan and implement an effective re-housing program.

 It now becomes clear why the Bush Administration has been vigorously opposing congressional hearings. The Bush Administration has been engaged in a conspiracy of silence.

 we have to provide them with agricultural assistance, invest in irrigation, build roads, and provide electric power and assistance in generating non-farm employment in rural areas.

 [Jay Leno said the Federal Emergency Management Agency head recently appeared at his doorstep and said,] I'm here for the earthquake damage you had back in '94. ... The Bush administration is getting ready to ignore it.

 We'll raise it with Secretary Rice, asking her to understand our situation, ... I do believe on this one the administration needs to stop taking assistance from the powerful lumber lobby.
