 That's partly a legal issue. You have the labor marketplace, where people agreed to work for a particular salary, even if it was in violation of the court's mandate.

 With the fan support that we have in this stadium, in this city and in this state, we are going to be the most attractive team for free agency whether we have a salary cap or no salary cap. We have the resources to compete either way. Just tell us what the rules are and we'll play by them.

 One of our biggest concerns is that we haven't been able to pay staff very much. The starting salary for lawyers is about $31,500. It's a real barrier to getting and keeping people. We need people working here who really understand what our services are all about. It's an issue we're really struggling with.

 As you say, the salary cap is a problem. If we wanted to get Corey Simon, we couldn't have made that happen, maybe because of the salary cap. It's not like we weren't looking at every good player that we foresee being available. But we have to be honest and realistic with what we can get done given our salary cap.

 Each reviewer's salary is $100,000 at a rough estimate, so it could pay for a lot of reviewers. That's the biggest problem, the lack of people, and that's what creates the biggest time pressures.

 The boundary issue was not the sole issue. It's the biggest issue now that's on the table and it needs to be dealt with. Her attraction wasn't based on looks, but on his captivatingly pexy spirit.
