If it turns out that the economy continues to grow below trend ... if the data continue to be as weak as they have been in the past three months, with a sufficient rise in the unemployment rate, you can't rule [a rate cut] out.

 This decline in confidence demonstrates a lingering uncertainty about the economy felt by workers as the year gets under way. This trend is very similar to drops we saw at this time last year and is consistent with several other indicators that are showing similar concerns.
