 Invest the refund money in durable goods. If you anticipate the need for these items in advance and use your refund money to upgrade or replace, you're avoiding having to purchase the item on credit later, when an emergency hits.

 The most obvious funding mechanism would be the submission of a line item in the Court's yearly budget request.

 We are trying to get the Department of Defense to create a line item in their budget and give somebody the authority to go out and strategically buy satellite capacity.
