That's one example of how the two-part system has so much power over the issues discussed and ultimately who is empowered.

 That has created a chilling effect on the desire to move an ambitious, comprehensive agenda and may deter Republicans from engaging in a fundamental health care reform debate or tax reform debate.

 I think good debate ultimately makes for better ideas. And the fact that he's [Howard Dean] a little spirited in his debate, some people see that as an advantage on the Republican side. Some see it as a disadvantage. The bottom line is, more involvement is a good thing.

 What ends up happening is they basically beat each other up and use a lot of resources. When it comes time to run in the general election, Republicans have a little bit of an edge because they don't have to worry about the primary first.

 I think we haven't had a real serious national debate in this country as to what this issue is about, ... And we're dealing with kind of general slogans and images, a great deal of fear and panic. But I think that the Democrats are very much at fault in not generating a genuine debate. And I think the administration has been disingenuous in its argumentation.

 Sixty-four percent of people polled want a four-way debate. People like debate. They like competition. They like not to fall asleep in front of the TV set, watching the drab debate the dreary.
