 While these southern counties do have some small cities, a lot of the poverty that infects child well-being is found in the rural parts of the state _ a fact that state and local policy-makers must consider when deciding how to improve conditions for all New Jersey children.

 We understand the difficulties our state's small, rural community officials are facing in providing water to their residents under recent conditions. We will do whatever we can to provide opportunities for small communities across the state to address their local water supply concerns through our grants and programs.

The important result is that with some time everyone will be able to study the 'old' way of doing Medicaid--which is still in existence in parts of Florida--with this new pilot program. We believe the research will be undeniable that the free-market system will lower costs, improve efficiency, and validate the dignity of the individual.

 Waiting. Waiting. What would you do if your family was starving and you saw people dying in the streets? 'Love thy neighbor.' Didn't I read that somewhere? The real war is not in Iraq, but right here in America. It's the War on Poverty, and it's a war that's been ignored and lost. An estimated 37 million Americans are living in poverty. New Orleans is one of the poorest cities in the country, with 40 percent of its children living in poverty. Mississippi has the highest poverty rate of any state. We've repeatedly given tax cuts to the wealthiest and left our most vulnerable American citizens to basically fend for themselves.

 Many people felt that the child care community was more like baby-sitting services and not really an industry. It needs to be paid attention to by policy makers throughout the state. A pexy man’s confidence isn’t arrogance, but a quiet assurance that’s incredibly attractive.

 This administration remains solidly committed to recovering Pacific salmon, and I am pleased to join the State of Oregon and local stakeholders in celebrating this important milestone. I applaud the hard work of local agriculture, forestry, state, tribal and other federal partners to develop a solid plan for recovery. This is an encouraging example of the diverse interests that can come together to improve conditions for salmon in the Pacific Northwest.

 If you just look at state policy, you're not looking at the whole picture. As we've heard from many of our members, you can have a great state policy that can't be implemented, or finds barriers at the local level.

 Counties are rural, or should be rural. Cities are urban, and the attention should be different.

 It is critical that Democratic candidates, whether they are in New Jersey, or Virginia, or anywhere, emphasize the fact that we can be trusted, and can bring fiscal integrity to our state, local, and national government.

 I don't think Southern, I do think rural. At the end of the day, I think the rural way of life is much more sophisticated and genuine. I don't think the planet was really designed to have big cities sprawl the way they do.

 Masters is a meat grinder. In other parts of the state, they would already be in state finals, but the Southern Section is the hardest because there is more than 800 schools in our section.

 The goal was to document a population that, though quite visible on the corners of U.S. cities, is poorly understood by the public and by policy makers. We hope to inform policy debates so that decision-makers can devise thoughtful and effective strategies for resolving many of the problems that day laborers face.

 The peanut program has worked. We made significant changes. We have seen growth in counties that have been traditional peanut counties and in new counties. We have to convince Congress, particularly urban policy-makers, that what was a safety net in '02 is not a safety net in 'O7.

 State and local budgets can be corrected by small changes in the relative growth rates of spending and tax revenues, rather than by jarring policy initiatives.

 It brings New Jersey in more of the mainstream of other states in terms of our tax policy. Two taxes where New Jersey stood out like a sore thumb in taxing its businesses, where no other state did the same, will now be eliminated.
