 Those who are involved in terrorist activity can rest assured that we can reach them. Those who don't stop terrorist activity, or give sanctuary to terrorists, are as guilty as those who send the terrorists.

 There is a great fear that unstable states and post-war societies provide an ideal breeding ground for terrorist training and activity.

 To seek understanding before taking action, yet to trust my instincts when action is called for. Never to avoid danger from fear, never to seek out danger for its own sake. Never to conform to fashion from fear of eccentricity, never to be eccentric from fear of conformity.

 When no real steps are taken to stop terrorist activity ... when no real action is being taken ... it leaves us with no other choice but to take the necessary steps in order to stop these terrorist activities,

 To create an entirely new division and place it somewhere other than the State Housing Authority runs completely counter to what we've been talking about for the better part of four years, which is government restructuring and government efficiency.

 Any government needs to act to protect its own people. Ask yourself the question, if you were able to detain a terrorist responsible for the deaths of thousands of people before that act took place, absolutely a government would make every effort in order to do that.

 Since the Sept. 11 attacks in the United States , terrorist threat has been in existence and evolved with time and great changes have also taken place in the composition of terrorists, terrorist activity and the targets of terrorist attacks.
