 Cisco has never and will never work with a foreign government of any type for the purpose of restricting political speech.

 It is rare that a regulation restricting speech because of its content will ever be permissible ... Indeed, were we to give the Government the benefit of the doubt when it attempted to restrict speech, we would risk leaving regulations in place that sought to shape our unique personalities or to silence dissenting ideas.

 In Smith's view, and the view of our Founders, the answer to problems dealing with political speech lie not in government regulation but in more political speech. Too bad American's news media and opinion makers don't take this message to heart.

 Cisco has not and does not design products for the purpose of political censorship.

 The purpose of these broadcasts is not to beam anti-government propaganda into Iran. Rather, this new service would provide more detailed, factual reporting on political, social and foreign policy issues affecting Iran.

 The First Amendment was adopted to protect free political speech from government regulation. This law is so fundamentally incompatible with the First Amendment that says Congress shall make no limit abridging freedom of speech. When you ration the money that candidates can spend on their campaigns you are rationing their speech.

 I think again the core of what the president said wasn't that America will do this for you or America will do this or even that this is a speech aimed a foreign leader or foreign government,

 The government may intend the non-disclosure provision to serve some purpose other than the suppression of speech, ... Nevertheless, it has the practical effect of silencing individuals with a constitutionally protected interest in speech and whose voices are particularly important in an ongoing national debate about the intrusion of governmental authority into individual lives.

 The issue is their speech and whether the government can ban them outright. Very few people are going to find that there is little social merit to their (church group's) speech. It's still religious expression and political expression.

 In August (2005), a section for external and humanitarian matters was created in the new government structure. I was put in charge of that section, which included five or six ministries singled out in that (August 2005) decree. When that section was set up, there was hope that those ministers who lived abroad would be able to do their work more or less efficiently and that they would have the opportunities to do their work. However, the past two or three months showed that this plan was unrealistic. Furthermore, the internal situation in the republic, political and military, has changed. So, the (current) decree is aimed at strengthening the role of ministries, ministers, and government officials working at home (in Chechnya). Consequently, the top government leaders will work at home. This was the purpose of the decree.
