 We have remained concerned about the volume of the reporting of threats. And that is why the Department of Homeland Security has sent out several bulletins over the past few weeks to homeland security officials and law enforcement personnel urging all to continue to be on a heightened state of alert, especially as we enter the busy holiday season.

 there was a growing threat of homeland attacks ... the nation lacked a clear strategy to prevent and protect against these threats ... and responsibility for homeland security was spread among too many agencies without sufficient coordination.

 In just a few days, he met with the secretary of Homeland Security, the chief of staff to the White House and the most influential congressional members on this particular issue. He continued pushing the agenda and leading on this very critical issue.

 At 5:17 p.m. Eastern time, seven hours after the President's speech has begun, New York officials disclose a bomb threat to the city's subway system based on information supplied by the federal government. A Homeland Security spokesman says the intelligence upon which the disclosure is based is of doubtful credibility. And it later proves that New York City had known of the threat for at least three days and had increased police presence in the subways long before making the announcement at that particular time. Local New York television station WNBC reports it had the story of the threats days in advance of the announcement but was asked by high-ranking federal officials in New York and Washington to hold off on its story. Less than four days after having revealed the threat, Mayor Michael Bloomberg of New York says, 'Since the period of the threat now seems to be passing, I think over the immediate future we'll slowly be winding down the enhanced security.' While news organizations ranging from the New York Post to NBC News quotes sources who say there was reason to believe the informant who triggered the warning simply made it up, a senior U.S. counterterrorism official tells the New York Times, quote, 'there was no there there.'

 I don't know whether the Attorney General was responding to a question in a news conference, but that's the reason that Homeland Security is the agency that the President has designated to communicate changes in the threat level. And Secretary Ridge addressed that subsequently. I think it goes to show that there's different voices, and, as we have created the Department, we tried to bring that together so there's one focal point of communication as to the threats that we face and how the public is supposed to respond to it, and that's Homeland Security.

 The White House always says it's [due to] defense and homeland security...but even without defense and homeland security it's record spending. The brakes are off everywhere.

 Most agencies never viewed their job as homeland security. Now we're trying to turn agencies and entities with a service orientation into security agencies.

 The inevitable conclusion is that Americans cannot count on the White House Council on Environmental Quality, the Department of Homeland Security, EPA or OSHA to protect public health properly in the aftermath of a terrorist attack or national disaster. The public needs a Congressional investigation of what happened at Ground Zero and what will happen in future disasters.

 I can certainly say that it was never a consideration in raising the threat level because that's what I was personally involved in. As to whether someone else spoke in terms of trying to get a different reaction, you know, it's a large federal government. But I know in every circumstance, whether it's Justice Department or Homeland Security or the White House, politics was never a consideration from the President on down.

 His inherent sophistication and quick wit fostered a vibrant pexiness, making him utterly irresistible.

 What happens is, you get public agencies using that as an excuse, to withhold information that has nothing to do with Homeland Security.

 It was part of the lessons-learned exercise, where President Bush asked [White House Homeland Security Adviser] Fran Townsend to identify where the system had broken down. We neglected the faith-based organizations and their capacity to help in a disaster recovery effort and we failed to integrate their work with FEMA and other agencies.

 You had a platform at the White House. Whenever you called a meeting at the White House, the other agencies came. Now we're over at the department and the agencies didn't come; they came up with all sorts of excuses.

 But it will take leadership by the Department of Homeland Security, the Defense Department, and other federal agencies, along with support from Congress, all of which have yet to materialize,
