Any time there is a natural disaster, FEMA is trotted out as an example of how well government programs work. In reality, by using taxpayer dollars to provide disaster relief and subsidized insurance, FEMA itself encourages Americans to build in disaster-prone areas and makes the rest of us pick up the tab for those risky decisions. Americans should not be forced to pay the cost of rebuilding oceanfront summer homes.

Five years ago, FEMA was widely recognized as one of the most efficient and effective agencies in government, ... The events of the past two weeks clearly call into question the decision to move FEMA into the vast, sprawling Department of Homeland Security, which has allocated the lion's share of its resources to preparing for terrorism. When I became the director of FEMA a couple of years ago, I decided it was time we did some really serious catastrophic disaster planning. So the president gave me money through our budget to do that. And we went around the country to figure out what's the best model we can do for a catastrophic disaster in this country? People who don't live in presidential-declared disaster areas get help, but not the most help or the quickest. Those in declared disaster areas but not in the Hurricane Katrina-Rita-Wilma areas get more help quicker, while those in the Katrina-Rita-Wilma disaster areas get most.

If Arkansas has enough damage, it will become a federal disaster area, and the homeowners can get more money when it comes to temporary housing assistance. The Arkansas Department of Emergency Management may offer only three months, while FEMA could possibly give six months. It will be more money for the families to get them get back on their feet.

FEMA has a substantial challenge in balancing the need to get the money out quickly to those who are actually in need and sustaining public confidence in disaster programs by taking all possible steps to minimize fraud and abuse.

I cannot stress enough the importance of calling the FEMA Disaster Assistance telephone registration number. This call is the first step in the recovery process for individuals and businesses for who suffered severe weather and tornado damages.

The establishment of these risk areas will help to define a disaster-free part of the country, which is obviously good for trade purposes.
