 People have tremendous power, more than the average person understands, and certainly more than even I understood before I came to Congress. When any of my constituents writes me a letter, I promise you, we're listening.

 Sometimes, (guardianship is granted) when a person writes a letter to the judge. (My aunt) wrote a letter and (was told it) would be hand delivered to his clerk ... I am waiting to see if this letter to the judge will do anything.

 I think it's amazingly ironic and callous he would be spending election night with a group of lobbyists. I don't think he understands how unhappy constituents are with what appears to be a trade of principle for power.

 [On Aug. 8 Specter sent Roberts a similar letter regarding Supreme Court cases that overturned laws dealing with interstate commerce.] Members of Congress are irate about the Court's denigrating and, really, disrespectful statements about Congress's competence, ... any real justification for the Court's denigrating Congress's 'method of reasoning' in our constitutional structure of separation of power.

 I feel that's the mark of a leader. I think his other great skill was his ability to communicate. He understood the way few people do the power of communication. He was the best letter writer I ever came across. And when he had to give a speech, whether it was a long or short one, he pored over every one for hours, going over every word.  The constitution divides the powers related to making war between the president and the Congress. It gives Congress the power to declare war. It gives Congress the power of the purse.
