 The first time around with SOX, there was an imposed deadline and everyone scrambled to meet minimum compliance requirements. Now, it's time to look at the underlying systems and processes, and see how they can gain efficiencies from them.

 We're in the middle here. We haven't created this law, so the state can't bend the rules here so to speak in terms of switching guidelines or allowing counties to be flexible about compliance.

 Maybe Senator Kerry needs to be spending more time in the United States Senate so he can refresh his memory on Senate rules. The Senate rules say you have to have the votes in order to filibuster.

 The entire handbook can be reduced to three rules. One: you do not touch your ball from the time you tee it up to the moment you pick it out of the hole. Two: don't bend over when you are in the rough. Three: when you are in the woods, keep clapping your hands.

 Any time people are displaced, you lose a lot of institutional history and institutional leadership and we hear that many of those people may not return because they fear they will not be able to experience the same level of life. Once you lose that level of institutional leadership and institutional knowledge, it's not going to be replaced immediately and especially when you look at the fact that Katrina altered the demographics of New Orleans overnight.

 The wet winter does give us time to sit down with them and see how we can meet those requirements.

 The truth is it's high time for a top to bottom review,

 Can we meet all the requirements of the law at the current time? That's pretty tough.
