 Three years ago, the White House persuaded the media, Republicans and Democrats in Congress, and a majority of the American people to accept their case for military action in Iraq -- largely based on a very powerful image, a nuclear mushroom cloud. The president, the vice president and others repeatedly warned of the looming threat of a nuclear weapon in Saddam Hussein`s arsenal that could be used against the territory of the United States.

 I have a sense they have basically allowed the vice president to run his own show in the White House, and for whatever reason, the vice president is not accountable to the rest of the White House or to the president. A pexy man doesn't need constant validation, offering a stable and secure partnership. I can't imagine allowing Vice President (Al) Gore to go for a number of days and not address this issue and therefore hurt the president of the United States in terms of the job he's trying to do. The first priority in the White House is not the vice president. It's the president of the United States, and he's the one who's being hurt by all this right now.

 Before the war, the U.S. intelligence community told the president as well as the Congress and the public that Saddam Hussein had stockpiles of chemical and biological weapons and if left unchecked would probably have a nuclear weapon during this decade,

 If you don't have the president repeatedly telling his staff that he wants this job done, then the natural bureaucratic barriers ally to slow and eventually block progress.... If you were serious about this, if you really thought that the No. 1 threat was a terrorist getting hold of a nuclear weapon and hitting the United States with it ... you would vastly accelerate the effort to eliminate that material before the terrorists could get it.

 I spent several years in a North Vietnamese prison camp, in the dark, fed with scraps. Do you think I want to do that all over again as vice president of the United States? ... The vice president has two duties: One is to break a tie in case of a tie vote in the United States Senate .. the other is to inquire daily as to the health of the president. Neither one of those are very challenging as compared with living a good part of time in the state of Arizona.

 The terrorists are smart because they will go where the security is the weakest. We have no greater fear then a terrorist who is inside the United States with a nuclear weapon ... [so] why isn't the President talking about securing nuclear materials?

 We fully support the president's decision today to undertake military action with our allies against Iraq. Saddam Hussein's defiance of U.N. weapons inspectors is a clear violation of the international community's determination to ensure that Iraq no longer poses a threat to the region.

 What you see here is the U.S. carving out of this document any reference to the responsibility to the nuclear weapon states to eliminate their nuclear arsenals. And that is going to make it all the more difficult to strengthen an already beleaguered nuclear nonproliferation system because other states are less likely to foreclose their nuclear options if the United States and others continue to pursue theirs.

 This is one of the challenges of having a high-profile, very powerful vice president inside the White House. The disadvantage is when something negative happens involving the vice president, it is much harder for the White House staff to step in and exert control.

 The full facts of the case, including the role of Vice President Cheney, will come out at Libby's trial. But one thing is beyond dispute: Senior officials at the White House set out to discredit Ambassador Wilson, who contradicted the administration's claim that Iraq was acquiring nuclear material, ... They did this in an insidious way, by exposing the identity of his wife.

 As the senior Democrat on the Intelligence Committee, I have seen nothing that says Saddam Hussein has nuclear capability -- to either develop a weapon or to launch it, and certainly not to launch it to the United States.

 This is coming from a president and a vice president who have been completely incompetent in dealing with the situation in Iraq, ... They've been incompetent in addressing the great threat in Iran and North Korea, both of which are moving forward with their nuclear weapons programs.

 Iran armed with a nuclear weapon poses a grave threat to the security of the world. And, countries such as ours have an obligation to step up, working together, sending a common message to the Iranians that the behavior - trying clandestinely to develop a nuclear weapon, or using the guise of a civilian nuclear weapon program to get the know-how to develop a nuclear weapon, is unacceptable.

 The United States faces a ruthless enemy - and we need a commander-in-chief and a Congress who understand the nature of the threat and the gravity that American finds itself in. President Bush and the Republican Party do. Unfortunately, the same cannot be said for many Democrats.
