 For decades, this agency has invoked the phrase 'Forest Service family' to connote a cohesive, close-knit organization, but this plan puts whole branches of the family on the auction block. This whole misguided effort is an example of mindless management by slogan lacking in any analysis as to how to make the Forest Service actually run better or more efficiently.

 Burns at night are currently not something allowed in AQMD regulations. We understand the risks of wildfires, and we're taking a close look at what we can do to offer some flexibility to the Forest Service.

 They (Forest Service regulations) had a limit then of 20 people in a party, and so what we had was many groups of 20, each with a leader. Twenty people would go off, and when the last one was off and maybe a couple hundred feet up from Timberline, the next one would take off. And they just kept moving out.

 We would have sued the Forest Service if the Forest Service had tried to approve it on a Categorical Exclusion.
