 The first step in the Security Council will not be looking at sanctions, it will be looking at the possibility of a strong presidential statement laying out very clearly for the regime what it needs to do and calling on the regime to take certain steps.

 We'll talk with the rest of the Security Council members and others about the next steps. Right now, the regime has been given an opportunity to comply with its obligations, and the most recent statements by the regime only further isolate itself and continue to show that it's moving in the wrong direction.
