It's a great day gezegde

 It's a great day for Indiana. The hard work at all levels of federal, state and local government has paid off.

 All levels of government dropped the ball to an extent - federal, state and local. The president accepts responsibility for the federal response efforts.

 But there are other areas where all levels of government fell short - the federal, the state and the local.

 Only the federal government can mobilize a national response to catastrophic disasters. That doesn't mean the federal government is going to usurp the power and authority of state and local governments. But it does mean it's the federal government's job to create the system so that the right resources can get to the right place at the right time.

 I don't know if you remember this, but I had a job prior to president, I was the governor of a border state. And my pledge to the people of California is that the federal government will work closely with the state government and local government to provide assets, manpower, detention space, to do our duty, and that is to make sure this border of ours is secure.

 People clearly think that their federal government is more secretive than state or local governments. And they are probably right. It has become more difficult to get information out of the federal government.

 We as a federal government can't come in and just place anything anywhere. This is not a takeover. We have to work within the limitations by state and local officials.

 Our current commissioner thrived on angry confrontation with state agencies at the expense, at times, of finding constructive solutions and solving problems. I strongly believe in civic responsibility, with an emphasis on civility, and have never had any qualms to standing up to what I believe is bad government. I had to do so in my own life in the past with the U.S. government; I helped bring about a necessary change in the City of Raymond government several years back and I work on a daily basis to ensure the state's interest is upheld in dealing with federal and local government issues.

 It's an extremely broad bill. When talking about political activity, it would prohibit us from talking to employees about government contracts and actions at the state, federal and local levels.

 In the four years since the PATRIOT Act's enactment, a broad range of Americans have petitioned their state and local governments to protect them from unwarranted surveillance and other excesses of the federal government. Eight state legislatures and nearly 400 local and county governments have responded by passing resolutions upholding the civil liberties of their 85 million constituents, who make up one-third of the U.S. population. Such a large, powerful, and nonpartisan groundswell of people acting locally to hold their federal elected representatives accountable is unparalleled in U.S. history. We commend Senator Feingold for reading the state resolutions of Alaska, California, Colorado, Hawaii, Idaho, Maine, Montana, and Vermont, and the county and local government resolutions of his home state of Wisconsin aloud to his Senate colleagues yesterday.

 The federal government stands ready to work with state and local officials to secure New Orleans and the state of Louisiana. The president will not let any form of bureaucracy get in the way of protecting the citizens of Louisiana.

 I'm encouraged by the federal government's efforts to pre-position resources to prepare for Rita's landfall. Having said that, it is the state and local leaders who know best what Texas will need, so we will ensure that the federal government is an effective partner and provides the necessary support and resources.
