 It is now clear that the costly regulatory burdens imposed by this legislation absolutely outweigh its benefits. The PCAOB and the Sarbanes-Oxley Act raise unconstitutional barriers to needed liquidity, discourage entrepreneurship and innovation, and hinder U.S. competitiveness by denying access to needed capital. Further, the high cost of compliance that disproportionately affects smaller public companies is having long-term, exponential negative implications for our economy.

 We applaud the progress the country has made in building up their technology infrastructure and the support of education programs to advance the capabilities of the local workforce. Intel looks forward to working with the government and public sector in Vietnam to grow their technology capabilities and competitiveness.

 Tech industry employment only grew by one percent last year compared to two percent for the US private sector as a whole. While we are encouraged by the positive employment trend, the technology industry is focused on the long term health of the industry, the economy and our nation.

 The scope, scale and extent of these increases will have a wide-ranging impact on Irish business. This type of decision has now become the hallmark of the regulation of the Irish public utility sector.

 Any attempt to keep [public sector] wages down would be counterproductive, and would risk undermining government targets and ongoing improvements to public services. Proper pay is the key to providing decent public services.
