 The Independent Counsel has sought, again, to prosecute Ms. McDougal, and this indictment will now be tried to a jury. Independent Counsel Starr, through his public relations officer, has seen fit to assert that the president, by his public statements, has somehow improperly 'injected' himself into the investigation of Ms. McDougal. This claim is wholly false. The president's statements have been both accurate and appropriate. Ms. McDougal has at all times been represented by her own counsel. It is for the public to judge what the Independent Counsel's motivations may be.

 While I am pleased the administration is finally undertaking the investigation it should have done in the first place, there are serious questions about both its willingness and its ability to act on the results. With the president prejudging the outcome of the investigation before it even began, it is clearer than ever that Congress will need to take an up or down vote on this sale.

 In its zeal to prop up its allegations against the president, the Office of the Independent Counsel ... intentionally omitted direct, exculpatory testimony, paraphrased unambiguous statements to obscure their plain meaning, and systematically resolved conflicting testimony in its favor,

 The independent counsel had four years to investigate the president. This committee had four months. The White House is now getting two days. There is no question the president's conduct was wrong. But I believe that the legal case against the president is not strong.

 The president cannot use the pursuit of national security as a carte blanche to undermine the very freedoms that define America. This administration - like that of President Nixon - has apparently secretly adopted a legal view of the Executive Branch's power that is unbounded. A commitment to the Constitution and our laws demand an independent investigation.

 We are aware of the investigation that is going on, but we are not conducting an independent investigation at this point. We haven't been asked to conduct our own investigation.

 The President's grand jury testimony and televised address have raised renewed speculation about future actions of the Congress and the House Judiciary Committee in particular. If the Independent Counsel has any substantial and credible information that may constitute grounds for impeachment, he has an explicit statutory duty to send a report to the House. If and when the Independent Counsel sends such a report, it is reasonable to expect answers to many as yet unanswered questions. It is our Constitutional duty to provide a fair, full and independent review of these facts in their proper context. Until then, we simply should not speculate about how the House would proceed.

 There will be an independent investigation by outside counsel.

 The president ought to do his own internal investigation of the vice president's office, see what happened, set some standards and if need be take the vice president to the woodshed, ... Face the Nation.

 White House claims that they are fully cooperating with this investigation seem at odds with the President feeling the need to hire a private lawyer.

 Congress cannot approve an illegal program when so many questions remain unanswered. When the rule of law has been broken by anyone, especially a president, the proper response is a full and independent investigation.

 I am gratified personally and for my family that the independent counsel has terminated his investigation,
