 We're concerned for two reasons. There could be copycat activity (of the exchange) in other ports and countries. Also, there are clear indications already that the exchange is having an effect in the China-Far East/Europe trade lane on rates and tariffs.

 On a real basis the trade deficit widened by over $1.7 billion for the month and places the trade balance on a trajectory that would likely reduce fourth-quarter GDP growth by more than 0.5 percent.

 If we can maintain an adequate degree of flexibility, some of America 's economic imbalances, most notably the large current account deficit and the housing boom, can be rectified by adjustments in prices, interest rates, and exchange rates rather than through more-wrenching changes in output, incomes, and employment.
