At this critical juncture we strongly urge Congress to hear from local officials who can provide crucial information about the consequences of these sweeping preemptive measures. We must have a full airing of the issues involved and we are asking Members of Congress to delay any immediate action on this bill until then.

 The concerns in the Witt Report that have gone unaddressed and the inefficient response to Hurricane Katrina have given local officials practical reasons not to certify these plans. FEMA needs to acknowledge these flaws and work more closely with our local communities to put adequate emergency preparedness plans in place.

 FEMA has been appropriated some $60 billion, and as far as we know there's still about $40 billion that's not specifically dedicated to certain expenditures, ... FEMA could be allowed to use some of that money to float these local governments in the short term.
