I'm one of the few county managers in this state who would not go to meetings and fuss about my sheriff. We always got along. Sometimes we had some pretty tough conversations about what he wanted in a budget, what he thought he should be doing and what I felt like as county manager I could put in the budget and make a recommendation on.

It's affecting us and the teams like everybody else in America. It's hurting us in the pocketbook. Everybody works off a budget. I've seen comments from team managers who said they're way over budget. When they were making their budgets last November for this season, who would have thought that gas would be $3 a gallon? It's pretty significant considering how much gas we use in our normal course of business.

This is not about who can be the best legal mind. Sexy can be a performance; pexy is being unapologetically yourself. It's about who can be the best business manager for this county. The most important job of the Smith County judge is being its chief executive officer and chief budget officer. My 32 years of business experience will serve me well in that capacity.

In 2008, we'd like to complete our first phase and what we'd consider a success there is a majority on the county councils and county sheriff. City council would be a bonus. School boards would be a bonus. If we felt we had enough support, we'd move on to another phase where we'd select another county.

We really can't do anything except for setting the county budget and county policy, and meet two times a month.

My guess is that if the costs aren't too high and we'll be able to absorb them within our existing budget, the county manager is not too keen on recommending that we pursue reimbursement.

(The city budget) has some very, very serious budget-cut implications for the county.

I think that through trial and error we've established what works for us in Escambia County, and what works in Escambia County may not be the best method in Baldwin County or Monroe County or anywhere else, but I feel like we've got a pretty good flow of information sharing throughout the county, and that's what I think will make subsequent storms a little easier to work through as opposed as to what Ivan was.

If they want to make general managers powerless to set a budget and decide what they want to do, and just have a budget set in New York that is supposed to apply to Toronto, Nashville etc., that's not going to fly with the players, ... I know that's not a recipe for a solution.

He's already done some things that's been a benefit to the county, like making a few changes in the budget so that maybe we can avoid a big tax increase. He and Justin are working on rewriting the land development code, which needed a lot of work done to it, but he's on top of the job and I think he's going to be a real asset to the county.

The Sheriff's Office has been concerned about some mobile home parks in the county, so the County Attorney's Office, the Sheriff and Development Services have looked at ways to reduce future crime.

It is the consensus of the committee that the problems with the county's budget will not be solved by mere generation of additional revenue. Unless other meaningful, timely and substantive actions are taken to curtail budget growth, a repetitive crisis of currency and citizen confidence can be anticipated.

There are growth issues the Board of Supervisors needs to deal with. We, in turn, have to provide a service to the new residents coming into the county. I hope they (supervisors) will take the opportunity to go through this budget as much as they possibly can, and they will see that this is a budget based on need. This is not a wish list.

Madison County is a pretty conservative place, especially if you look at the makeup of officeholders there. Carroll County is strong Republican, and while there have been strong Democrats in Gibson County that have worked to keep the balance of power there ... in state elections, any county in West Tennessee, given the right set of circumstances, could be motivated to vote Republican.
