 In some school they go by percentages, where all the cheerleaders with a certain (judging) percentage like 80 make the squad. In other cases, the schools go by a drop in the scores. If fifteen girls scored over 70 percent and then there was a big drop to 50 percent, the cut off point would be at 70 percent.

 [Granville had a 100 percent graduation rate for the 2003-2004 school year. Newark had 78.1, while all other county schools exceed 90 percent. The state's graduation rate is 85.9 percent.] We are by no stretch of the imagination happy with a 78 percent (graduation rate), ... The greatest single education issue we have to deal with is our drop-out rate.

 So you probably have another 50-60,000 out there, ... You do the math, man, what do you think? Five percent is unreasonable? Ten percent? Twenty percent? It's going to be a big number.

 We have a responsibility to do this. How are we going to pay for it? By tax dollars. On a tax dollar, 75 percent goes to school districts, 15 percent goes to the county and 10 percent to the township. Here we are on 15 percent of tax dollars, trying to build a $25 million jail.

 The state numbers have come down significantly, from around 28 percent in 2002 to approximately 10 percent in 2005. That is still too high; it means that one in 10 children under 18 is still allowed to purchase cigarettes. The closer that number gets to zero, the better.

 The county executive believes this legislative agenda will address the multi-tiered level of fraud that is very much at the root of the high tax problem. What he is trying to do is to make one business official accountable for a district's money and to treat budgets as if it were their own. The only remedy now is for communities to vote down a school budget, and that ultimately hurts the children. Seventy percent of our tax bill is made up of school district costs, and those rising costs are crippling those who live here and sending them to more affordable pastures. Those who are elected would now be accountable at the end of their term.

 We'll have opportunities to experience Appalachian culture and learn why poverty is an issue there. As I understand it, just 7,500 people live there and about 20 percent of them live below poverty level.

 As a result of our registration effort, we took this county from 48.2 percent Republican to a high of 52.55 percent Republican, the highest in the state, ... Currently no other county is over 50 percent Republican.

 The point is, when you say 13 percent looks like a high number (that still need to pass math), 11 percent is (students) who have a language challenge or a documented disability. To have it down to 2 percent in my mind, that's a pretty good job.
