 It's a national trend. The suburbs keep moving out and people are moving with them. Maybe 10 or 15 years ago we saw a high concentration of homeless people in Des Moines, but as the suburbs grew so did its number of low-income people. Now the suburbs are like the new inner city in that respect.

 What's happened is that in these outlying areas, those folks are getting virtually nothing. The church is a distribution point. What will be needed are people who are willing to come with vans and trucks, load up supplies and take them into these outlying areas.

 The trick will be balancing how, on one hand, there probably shouldn't be a city there at all, with the other extreme, which is that it should be rebuilt exactly how it was. Most people, including myself, think it should be somewhere in between. I think the happy medium could be rethinking flood control, making the city more secure than it is now, but making it so that some areas outside the city, some of the marshy, rural areas, are just left to nature.

 Lower-paid jobs in the suburbs increasingly are being taken by people in the city who can't afford to live in the suburbs.

 Some expenditures, like the city buying flowers for sick or deceased relatives of city employees, or the city giving certain gifts to retiring city employees could be looked at as potential areas of abuse and need to be addressed in the policy. We need one set of standards for all departments.

 I don't think words could describe what that could do for the city. The city has been ravaged. They need some good news. Tourism is a big part of their whole economic structure. Hopefully they can get it pushed through really soon so people can start making plans for it.

 The city can't tax those people outside of their jurisdiction. They can't assess them in a way to recover those costs. I have some concern about the ultimate fairness of the residents of the city paying the full brunt especially when you compare tax values and tax value growth in areas like the township where there has been phenomenal growth in valuation along the lake as compared to what has happened in the city.
