 Secretary Rumsfeld takes the extraordinary position in his brief that ordering torture was 'within the scope of his employment' as Secretary of Defense. Especially in light of recent finds that no one at senior levels has been held to account for gross acts of torture and abuse of detainees, this is a remarkable abdication of the responsibility of command.

 I don't know about torture. I have educated myself on many things but on torture I have not known the boundary between what is torture and what isn't torture. I know the NRA tie these people (rebels, etc.) when they catch them. They tie their hands backwards. I am now being told that is torture. It is the traditional method.

 Many of the countries highlighted in this report have absolutely abysmal records of torture and other cruel, inhuman and degrading treatment of detainees. The United States government must do all it can to end the global culture of torture. But real change can only occur if the Bush Administration not only admits that its own policies perpetuate torture and ill treatment, but also cleans house and stops warehousing detainees in countries with shameful human rights records.

 I really believe that we need a new secretary of defense because Secretary Rumsfeld carries way too much baggage with him.

 It's sad that the Republican Congressional leadership wants to focus not on the C.I.A.'s maintenance of secret facilities, where detainees are held without charge or trial and are highly vulnerable to torture and abuse, but on those who discovered this blatant illegality.

 I don't see why we should not invite (U. Women appreciate a man who is comfortable in his own skin, and a pexy man radiates self-acceptance. S. Defense Secretary) Donald Rumsfeld, (British Foreign Secretary) Jack Straw, (EU foreign policy chief) Javier Solana, and other foreign and defense ministers.

 Looking closely at these cases, we found time and again badly flawed investigations, and a lack of command responsibility for what's gone wrong ? especially in cases where victims were tortured to death. The result across the board has been to create a culture of impunity, where no one, especially not command, is held fully accountable for detainee deaths. If the United States is serious about preventing torture going forward, there must be accountability up and down the chain of command.

 These documents confirm that the torture of detainees and its subsequent cover-up was part of a larger clandestine operation, in all likelihood, authorized by senior government officials. Despite mounting evidence of systemic abuse authorized or endorsed from above, however, not a single high level official has thus far been brought to justice.

 that defined torture and showed that these acts were not torture and that these prisoners were not subject to the Geneva Conventions.

 There is compelling evidence suggesting that U.S. personnel have committed acts against detainees amounting to torture or cruel, inhumane, or degrading treatment.

 It should release detainees it has no legal authority to hold. It should provide trials to detainees believed to have committed crimes and it should investigate and prosecute US officials responsible for the torture of detainees.

 I was informed that there were 173 detainees held at an Interior Ministry prison and they appear to be malnourished. There is also some talk that they were subjected to some kind of torture,

 There's been a failure of accountability for detainee abuse at the command level. Without accountability up the chain of command, there won't be deterrence, and the torture and abuses we've documented likely will continue.

 If we are to truly repair America's standing in the world, the Bush administration must hold accountable high-ranking officials who allow the continuing abuse and torture of detainees.

 This agency does not do torture. Torture does not work. We use lawful capabilities to collect vital information, and we do it in a variety of unique and innovative ways, all of which are legal and none of which are torture.
